Sex Offender Registration in Ohio

After a person is convicted of a sex crime in Ohio, he or she must register as a sex offender.   However, sex offender registration requirements vary depending on the severity of the crime. Below are some additional details on sex offender registration in Ohio.

Three levels of sex offender registration

There are three levels of sex offender registration of Ohio: Tier I, Tier II, and Tier III. The tier level assigned to an individual depends on the crime of which he or she was convicted.

Tier I registration

Tier I sex offenders must register every 12 months over a 15-year period. However, this period can be reduced by five years if the offender successfully completes sex offender treatment and doesn’t violate the terms of his or her probation. Tier I sex offenders are not required to adhere to neighborhood and community notification requirements. Tier I sex offenses include:

  • Voyeurism
  • Pandering obscenity
  • Sexual imposition
  • Child enticement with sexual motivation,
  • Unlawful sexual conduct with a minor who is less than four years older than the victim 

Tier II registration

Tier II offenders must register every 180 days over a 25-year period. Tier II offenders are not required to adhere to community notification requirements. Tier II sex offenses include: 

  • Pandering obscenity involving a minor
  • Child endangering
  • Prostitution
  • Gross sexual imposition with a victim under 13 years old
  • Kidnapping with sexual motivation

Tier III registration

As Tier III offenses are the most serious, Tier III offenders are required to register every 90 days for the rest of their lives. Tier III offenders must adhere to neighborhood and community notification requirements. In addition, Tier II and III offenders are included in the state’s Electronic Sex Offender Registration and Notification database, which is an online resource that enables members of the public to locate offenders on the internet. Tier III offenses include:

  • Rape
  • Sexual assault
  • Kidnapping of a minor
  • Murder with sexual motivation
  • Felonious assault with sexual motivation
